GIBS is proposing the development of Marine Parks, in the same way President Theodore Roosevelt established the National Parks in the United States in the beginning of the 20th century. The ‘Marine Parks’ are
basically same as ‘Marine Protected Areas’ (MPAs) or Habitat Area of Particular Concern (HAPC) as in the vocabulary of Fisheries Councils. The photo shows the grouper in the Ben Franklin Reef off North Carolina
coast in Onslow Bay. GIBS is proposing a vast area, embracing 180 square miles as “Ben Franklin Marine Park” (comparable to “Rachel Carson Marine Sanctuaty” along the Carterat county shore. This vast area in the
midshelf in Onslow Bay is bathed by the ‘Gulf Stream’ intrusions episodically. One of the founders of our nation Ben Franklin originally mapped the Gulf Stream and hence the name “Ben Franklin Marine Park”.
